IF true, it shows Mr. Pence to be immoral and unethical. He should have consulted with recognized legal experts on the Constitution, maybe those outside the USA, and then, after that and if he truly had the authority, he should have followed what the Constitution allowed. He should have given a speech of his steps and explained the authority and the neutral experts' interpretation. That would have been a conservative comportment.
