They've already spent the past year INTENTIONALLY draining almost the entire reserve, but people are now LOOKING at the fact they sent almost ALL of that the water out into OCEAN, (and they're demanding that this practice STOP) so now they need ANOTHER way to impoverish and starve everyone. It it's a source of power and they can take it out (maybe this was a little test with bigger fish to come later? just dipping a twisted toe in the water?) as the main plan is to get everyone on board with their social credit passes by freezing and boiling them (starving them too) and then offering them a digital life preserver. What method is best? Do we cull cattle with directed energy or just set fire to the processing plants? Do we sabotage transformers or put water in the "tanks"?
